- Whether a behaviour should be labelled as deviant or criminalized.
- What's considered?:
- Degree of social harm (did society get harmed?),
- Severity of social response (does society care?),
- Agreement of the norm (does society agree that the harm is the same for everyone, or can be?).
- Consensus crimes
- Conflict crimes
- Social deviation
- Social diversion
